Put everything except oil in mixie and make a not very fine dough
Take out the batter in a bowl, mix soaked chana dal and bring the paste to binding texture
Heat a non stick pan. Make small kebabs with hands. Place these on heated tawa and let it brown on both sides and serve with chutney of your choice
